Hey. Hope all is well. I thought you would appreciate this article on rising crime in American cities. It refers to post housing-projects programs and housing vouchers, precisely the sort of thing we did for 501. Interesting side effect: rising crime in American suburbia as a result of relocation of gang members with housing vouchers. Perhaps a small price to pay for an overall good program?

Your points are well taken and I agree especially with your third point relating to other factors that contribute to a rise in crime. This, in my opinion, is the crux of the matter. Are people who commit crimes under certain circumstances (it has been argued for example, that gang members need to survive, maintain reputation in their gang territories) always going to commit crimes regardless of environment, community and social status? So, is it true that once a smth always a smth? In which case, changing the environment, increasing job possibilities etc, wont matter? I dont personally think so, but their evidence points to these sort of conclusions.
I do think, however, that the article was partly intended to encourage thinking for future policy solutions. It would be interesting to see whether it can cause a rethink of the current policies.
